CIC Recommends Sub-Caste Data in UPSC Results for Reservation Transparency
The Central Information Commission (CIC) has recommended that the Department of Personnel and Training (DoPT) include sub-caste information in the final result lists of the Union Public Service Commission (UPSC) civil services examination. The directive aims to improve transparency and assessment of how reservation policies benefit different sub-caste groups within scheduled categories.
The recommendation was issued while disposing of a second appeal by an RTI applicant who sought caste-wise data of candidates selected to the Indian Administrative Service through the 1995 UPSC examination. The CIC ruled that disclosure of sub-caste details in aggregated form does not violate privacy if it serves public interest in monitoring equitable access to civil services.
The commission emphasized that systematic collection and publication of sub-caste data can help identify under-represented groups and inform future policy adjustments. The DoPT has not yet responded to the recommendation, but such directives typically prompt inter-ministerial consultations.
The CIC advised the DoPT to review its current disclosure practices and consider implementing the change in upcoming UPSC cycles. The commission will monitor the response as part of its ongoing oversight of RTI compliance in central government appointments.
